They explained in the Hulk movie with Edward Norton, it's based on his heart-rate. He turns into Hulk when he gets turned on too.

He's always mad so that means he's used to it and it doesn't cause his heart-rate to spike. Except when he's super pissed and turns into Hulk (which hadn't happened for years).

his secret is that he could control it already and didn't want to be hassled by the government because of it. it was the line that made the movie really good in a cheesy kind of way.
