I'm assuming theres a pretty big difference between on-duty and off-duty police officer. Can't blame the cop too much if he see's a murderer with (he believes) a gun and chooses to hide, especially if unarmed, imagine the trauma the cop is going through too.

What are the police trained to do if they're alone or in a pair and see a man wielding a gun anyway?
