That's a pretty famous presentor of Dutch television. He's a gay dude who has a talkshow and he's quite comedic and a pretty famed musician as well in Holland. I think this was meant as a joke when it was probably hot in the news or so.
It was pretty dumb I guess =[ pretty old too I think. Dude is bald now.

I didn't see it but I read somewhere else that it's 10 years old and he did it to distract the kid because the kid was singing better as him and because it made good television.
