seems like a fold, can't be too much stuff he's peeling randomly on the flop to turn into a bluff on the river

and he's calling in SB and seems loose enough for a 9 to be in his range

that said, some fish randomly jam like A4o here because they get scared of higher cards falling, but pretty sure this still is a fold
