Reasons to raise:
-to get value,
-to bluff out a stronger hand,
-to protect against draws,
-cause your equity is so good that it doesn't matter and you like balance/being-aggressive.
you're clearly not going to get value here.
If your opponent is nitty, or they are good and your own image is nitty (which, let's face it, it is 90% of the time ) you might very well get them to fold AK or even 2 pair by raising it up and barreling off and it won't matter if you're called cause your equity is through the roof this is a good spot to just do it for the sake of overall aggression, BUT its not too likely that any good/nitty player would have AK or KQ or any middling value hand with this line (the no cbet then the "haha trapped u" minraise)
You have the nut draws, there's nothing to protect against.
All that considered, thinking about the kind of hands a player can have in this spot, 89, AJ, 56ss, JTo, 99, A8o (dont just think about nuts, think about how many bluffs are possible too) seems like there aren't strong reasons to raise against any player, fish or nit or maniac
Just chase it imo
edit: I must reinforce that playing passive is only because of this particular situation; narrows his range. If positions were diff, or action pre or on flop were different, raising could well be the better decision on this very same flop. Think in terms of hand combos, be specific; how does 78s play, how does JJ play.
