9 is a bad card, but his range has more Jx/TT/88 than 9x and bdflushes
this is the kind of player that will call flop with almost all Jx combos that involve 2 overs and any gutter JT JQ KJ J9 (T_T) J8
if he had a full stack bet/fold is good I think |

its unlikley he will turn any of his range into a bluff on the river since most of it will be pair + gutter, JT, 78, 76, 56, 88, 66, A7, A5 (fish play Ax 100% of time so include off suit combos) A6cc, A8cc , maybe the potential KQo (if that is true then he can have QJ, and KJ sometimes too) float/bluff, so either bet or CF, since he has 50% stack left and a CRAPton of calling combos, shoving/betting is will be probably the highest EV option. There is an interesting psychological merit of betting $4-5 inetead of $7-8, where a fish is more likely to call when he will still have $2-3 left and can continue to play instead of calling all in and losing 100% of his BR and having to quit the game |

but we feel terrible when he shoves and we have to donate 2 bucks |
