It seems like it's super hard for him to have something, but I'm not getting a great price on a call. Assuming only the flush saves me on the river then yeah the odds are crap, but it seems like he can do this with a few draws that I beat / one pair hands.
Tough to say without knowing his limp/calling range but I think folding was best.
If I bet here is with the intention of calling, you don't really make him fold much that we already beat on the turn so the only merit to betting turn as a bluff is to protect a little bit, but if we are folding to a shove I'd rather check back and hero call most rivers.

We have 20% equity vs 3x and 64 and 35% vs everything else. Potting to commit is best.
