to me it looks exactly like KQ, cause i expect him to value bet his sets on turn.

JT, maybe KK sometimes. But to me it looked like a spot where villain shouldn't expect me to bluff, or value bet worse, even if it looks like i could have such a narrow range.

I hope you're not seriously trying to take him off KQ here. If he has KQ he blocks KK and i would assume he thinks you barrel sets and JT on turn (as you should).

so kq from a good player wont fold here?

It depends obv, but I think a GTO player (if one would exist) would call here.

My point is, if hero thinks villain has KQ specifically (not some other 2par or Kx), I think a bluff is not worth it because villain is very high in his range.

I included KQo to the slowplays, I meant someone who decides to chk tp good kicker on the turn, fearing only Ace rivers to lose action, if he expects to only get 2 streets anyway
I don't see how you can exclude all combos of sets because tbh I see people checking them often in position (eg with QQ in this spot)
That is a super strong range to bluff vs imo, if he can handread you are in even a worse spot. Agreed most people don't bluff like this here ever, so he could give you a lot of credit and he could also be turning something into a bluff never expecting you to play back vs what he reps, but in general it's not a good idea to rep 2 value combos max, especially when your good opponent would feel obliged to call down because he feels he capped his range on the turn
