Janda doesn't have KQo in 3bet range blinds v utg, only IP and does these in blinds instead: T9s, 98s, 87s, 76s, 65s
not even A2s-A5s
Now once you see a flop your line is the best most of the time but I guess he doesn't suggest to 3bet in the first place because there's 3 streets when you cc instead of 2 IP and domination is a bigger issue?
What's your 3bet range in these spots vs a standard tag with 13-16% utg anyway peoples?

my 3bet range here is more polarized, like QQ-AA, AK, suited connectors and sometimes small pairs
i pretty much never 3bet KQo in this spot. would call nearly 100%
