I feel turn should be 6 at least, his most likely hands are 99-QQ, which might call even w/o a heart.

i think bet around $5~6 again because what FH do you really expect him to have here? he has less than a pot behind only like $16. so if you go for around 60% pot again it's more than half his stack, basically all-in and if he has a range that check/calls 3 barrels all-in here, i think it's also strong enough to check-raise you on the river. whereas his weaker hands are c/fing without a good price
if you're lucky enough that he has kings full or Ah he'll probably c/r you no matter your sizing so i think focus on value from stuff like Qh that you don't want to get away

i think a 6 dollar bet would raise some alarms due to the turn size. I'd go around 10.
