I'd usually c/c especially 3way with somebody left to act. Wise I do on the turn depends on what comes and what happens.
I don't c/r much on these boards. Only value hands I'm repping are QJ and 44, and I'd only be calling 44 vs players who cbet and fold to raises too much, usually it's a 3b or fold with 44. And I'm not really looking to c/r for value anyway with the complete lack of draws on the board. If I C/r I expect mostly to get called predominantly by KQ, AQ, JJ-AA, 44, T9, KT, and maybe some gut shots. I lose the opportunity for him to hit 2 pair with say... 45 or trips with a Q or J. I also force him to fold any back door flush draws. By c/ring my value hands, I think I give up value vs the moderate to weak portions of his range, and I don't think I lose anything by not c/ring my value hand.
So I don't c/r my draws either on this type of board. Also, I'm not prepared to, or deep enough to, raise, bet, bet when I miss, which causes me to get destroyed by his KT and T9.
Now while they can bet, check, call with weak Qs and Js, not only is this pretty bad on their part (for it to be good I need to be doing it far, far wider than with T9, KT, AT... That line is similar to doing the same thing with TT or 99, since you beat no value hands) but they aren't going to have Q9-, J8- here, and may even play less than above that. So compared to the totality of their cbetting range, I think c/c, check, lead is still profitable.
Plus, I can c/r spade turns, representing a ton of strength and balancing when I do it with made hands. I can also check raise the turn vs opponents who I feel barrel too much.
Honestly, I think the only real advantage of c/ring T9 is getting them to fold AT, if it even accomplishes that.
All c/ring seems to accomplish is the same thing cring with your strong hands does, make them fold a bunch of nothing hands that will fold later, make them fold some marginal hands that may call you later if you just call (though I suppose I'd just take a note vs somebody who bet, check, called with KJ or JT and start c/ring vs them, because it'd then be a superior line), and get you in trouble vs the strong parts of their range.
