first hand - unless he's playing like a maniac, i think you can safely give up on the turn; its just a high card, there isnt much invested and its not a 3bet pot, its pretty dry and he cant bluff rep a lot of hands or semi bluff with draws
second hand - i think there is something wrong with pot sizes (so maybe clarify please ) i think bet heavier on flop with heart draw and an ace. i assume you just cbet ~ 1/2 pot every flop or nearly every flop, the reason for that sizing. seems like a board to me that if hes going to call a half pot he ll call bigger as well, with the type of value hands he'd call with, and float with. half pot seems like it would try to price in a 6, but i doubt you get much value from any 6 anyway.
i lead turn as well, for better or worse, as only draw that spiked was a 45 so he'd need 45 of hearts, and on river i like the c/c, cause at that point (assuming i bet turn and he called) i'd only be wary of a few hands, and i'd try to bluff catch against missed draws and i'd be wary of AQ or some Ax
i kinda think you got coolered, or lost close to the minimum. i'd have lost i think a bigger pot cause if i led the turn i'd be inclined to call a minraise, but then i might c/f river scared of sets and more convinced his draw hit
