He doesn't rep a whole lot except for K4 although anything can happen at these limits. Depends on how aggro he is but looks like a turn jam to me. He could be semi-bluffing you with an array of hands.

why are u cbetting this flop ?? seems really random to me
if u have these type of protection bets in your cbet range your flop cbet size should be smaller, between 30% and 50%

overall you shouldnt be cbetting pairs that are not top pairs, unless you have a reason, pairs under top pair are less than 10% of my flop cbet range overall, if you are randomly cbetting 46 on this board your cbet frequency will be pretty high and you will fold too much vs turn probe since you will lack hands to protect the flop checking back range
