if you're raising you should probably call the shove, folding 99 here is a disaster for our range, can be the right fold but it's exploitative as fuck

Would you expect a rndm 100nl reg to fold a shove with 99 because you can rep AA?
Especially 100 bb deep and after he raised your river overbet
But I get what you're saying and this is what makes raise/fold feel dirty and just call best imo.

call and note what he shows up with. then adjust accordingly. Why i like call in this spot is we get to see his hand which is very valuable for us here.
