Oborra also has all heart combos whereas Cindy will not have some of the best ones plus she will have some raises on the turn and even flop with the few heart combos she does have so more combos that beat oborra can be eliminated when getting to the river this way. Massive range advantage for Oborra making this betsizing optimal. Since Oborra will have a lot of bluffs Cindy will have to call with quite a few 2pair combos that block a heart like this hand here making 99 a nice lowered end of his jam range
