I don't play many limped pots, sb vs bb. it's hard for me to say what's going on here. The flop is one of the worst to cbet out of any board, truetellers range is uncapped since im assuming he is checking a lot of hands here on flop, sets, straights, and overpairs are all possible.
not much to say about turn bet.
Limitless sizing on river looks like wants to go for thin value, with 7x, so he must assume trueteller bets a large % of their Qx on river again. betting 1/3 allows him to turn a lot of hands like King high, jack high, T9, ect into a bluff. truetellers raise size on river indicates that he thinks limitless very rarely slowplays turn, and so he can raise big with value hands like K5, A5+ because of this. Nothing to say about the reraise by limitless, he is repping that he slowplayed something on turn.
