Personally I'd raise it up to 20-22. If you shove your screaming AA/KK although a re-raise probably does that too. In my experience people are more likely to fold to your all-in, you can more or less switch it up between a pot committing re-raise and an going all-in. Do whatever you think this opponent will call. Getting the money in PF is better than getting the money in on the flop. Especially because if he has QQ and A or K comes on the flop it'll kill your action. I'd always try to get this to the felt preflop basically. Not only that but even if he folds to your shove 50% of the time you still make $12 off of him. That means 100% you win that $12 and you don't have to take the 4 to 1 odds to win $25 which every so often you lose. Therefore not a bad thing if he folds.

In short, get the money in PF here, as best as you know how.

Baal's advice here is also good. If the flop comes rags they're probably going to call your $12 all-in on the flop with QQ/KK. My above advice is a bit more conservative/nitty.
