Raise to 30/35/40. That's what I'd do. I don't see what pushing really accomplishes for you here. What are you folding that you're actually hoping will fold? Given the action I would probably raise to 30, and then call/bet a sizable value bet on the river. In my estimation given the action he was probably playing 88, 99, or 1010.
