the flop is the correct place to make your raise since you might be behind to a paired king, and you have no way of knowing if you just call behind. raising on the turn is more expensive and gives you the same information. in this particular case since he is short it doesn't make a difference but sitting against a full stack, it's much better to raise .70c to $1 on the flop than flatting his 30c and raising $3 on the turn to find out you are beat
