Not a good river call really. All you beat is QT... T9 got there, and he isn't betting a J. It's a pretty small bet which usually signifies a big hand that wants a call or a thinnish value bet hoping to be called by worse cause of the good pot odds being offered, it's very rarely a bluff in my experience. And this is especially bad since you said he was being very tight and solid.
