Yeah, 3bet seems better, was gonna ask about that too given his stats.
When I cant decide what the right move is (fold/3bet) I often call too much :/

whats important is his attempt to steal % here or how often he's been raising btn/co per rotation

his vpip/pfr means nothing
if he he has a high attempt to steal and low pfr or vpip, 3betting him often here (to begin with) is probably a good idea because he will falsly setmine against your raise, fold to your cbet 7/8 times or call with overs and miss 2/3 of the time where u can take it down

with that PFR* (in relation to attempt to steal)he's raising a semi loose range there and its fine to 3bet
