overall it doesnt make much sense for decent player to float you on flop then min raise turn unless he is certain u have a PP which is not true here (he doesnt know).. so its hard to give you a general answer in this situation.. although i would lean to "yes, this is good"
but this guy doesnt seem good so you wont encounter much of this generally on higher limits.. it happens more when its clear you have a PP preflop so he feels safe floating and slow playing
