I feel I should have bet heavier on the flop. I let him see cards relatively cheaply and they were horrible. I put him on 10 9.

see legionnaires hand above you for high quality saki advice on this situation.
btw, stop putting people on exact hands, its a recipe for busto. you have to put them on a range of hands eg straight draw (30%) overcards (10%) set (10%) bluff (10%) etc...
try to narrow his range and then make the move that plays best against all of his possible holdings and how likely you think they are.
