If you are kinda sure he has air here -> flop all in.
other than that id just fold flop to his first bet vs unknown shortie ( its just 75 cent that u lose and u can find better situations to get your money in)
you have like bottom pair + a gutshot, no fold equity ( since he is almost comitted on flop bet) . besides that bad implied odds since his smallstack ...
Imo not really worth risking your money here to win his little stack
