Don't worry about making sure people don't fold too much, worry about getting the most money possible. So for instance, preflop bump it up to .10 instead of .08, because you should be doing 4x+1bb per limper (or more! people hate folding at this level). On the flop I'd bump him up bigger, say to .25-30, because again, we want to make the pot big and charge him for his draw (which he'll call).

Again on the turn, raise a little bigger, you want to be able to put him allin by the river ideally.

This is one of the most important things to learn, to not slowplay and to valuebet properly. There are instances where slowplaying is ok, but not here, you need to build the pot The bigger the pot is, the better the chance of him saying "Awww man, the pot is already 3$ and I only have 1.5 left, I guess I have to call with my 77s".

Thanks Tian, that makes a lot of sense, I've been trying to bet small (slightly over 50% pot) to keep people drawing then if a scare card drops I get fucked. I really should be making them pay for the draw.

Precisely Make their mistakes expensive, they don't fold anyway, and by betting halfpot their mistake isn't as big. Betting halfpot and such can be used better when you have a good reason to think he has a weak hand that can't call a full bet, but mostly at this level people will just call full pot or halfpot the same with draws etc.
