you completely telegraphed your hand in how your betting pattern. if you're going to c-bet, bet more, and if you're not going to fire more than one barrel in a multiway pot, then check/fold.

and generally firing more than one barrel at these limits is not going to push someone off KQ so you really shouldn't bother, you're out of position too. this was an easy play by your opponent.

i really would not c-bet here into 2 opponents when i'm first to act, just not really a winning play, easily outplayed too if you're not willing to bluff the turn as well.

if he has a hand though, he has a set of 3's or 2's here, so a double/triple barrelled bluff would've lost you money anyway. you can tell because of the river bet that he doesn't have a king, and his limp/call and flatcall on the flop gives away that he had a set.

well, of course, either that or he floated you, but if you had made a more decently sized continuation bet, the river is an easier fold than it would be with the line you took, in which case a bluff is much *more* likely. $19 is also a bet that looks like he's trying to steal it there, but it's also a bet that tries to get value from a king or queens or something with his set.
