maybe because he wants to play his hand a bit underrepresented.. nothing wrong with this, especially if your opponent holdings might be TT-KK

where i come from a 3bet from UTG1 is pretty damn defined

I'd often just flat-call against an UTG raise from a 15/12 player.
Checking behind flop is fine, I think. The sizing of his turn and river bets are scary as hell if he's as tight as you say he is. I feel like most players with those types of stats would value bet lesser amounts w/ AKo. But it's pretty hard to re-raise w/ AK pre-flop, check behind an A-high dry flop then fold when after blanks come off. Meh.
