Well it WAS limit. You couldn't have raised too much more! :D

And reraising the flop would've made him slow down on turn so this was probably the most money you could get in. There's a potential straight draw and a potential flush on board, that's why he slowed down as well. I think it was nicely played.

ALTHOUGH I don't quite like the preflop cold call, even from position with hand such as this with no limpers whatsoever. He raised from early pos so it should usually be considered a mark of strength and you'll only hit your set 1 out of 8 or so. That means you'll be paying $0.5 7 times for each $2.4 you profit from these hands. That means you'll end up paying $3.5 before you win a pot that earns you $2.4 profit. Although this doesn't take into consideration the hands where you exactly get a few more extra bets, but in heads up pots that's a lot harder. You'd virtually have to have him cap one of the later streets to make up for it.

So to me it seems you should fold preflop. In NL it would be different since the implied odds there are obviously huge. Then again, he wouldn't be miniraising KK.
