Against a super tight-wad leading the turn probably makes more sense. If you're just crossing your fingers he's on an A-rag bluff/SF bluff you may as well pop it up right here. C/C is the worst line for you unless your intention is to keep calling on the river and you think he'll try the A-Rag bluff/Lower Flush bet on the river. Given his stats I think you need a read to do anything other than lead or c/r + fold to shove on the turn.
