You have to think about what's in his range. What beats you here? A set is very unlikely, he's raising 44 on the flop or turn, and he's not limping the SB with KK AA or JJ. He folds 77 by the river. He's not limping AK either. He's also not chasing a flush draw, the flop was rainbow and the turn is unimproved - definitely not paying you off on the river.
QT is very possibly in his range. Either way I would not go nuts on the river, you're betting twice pot here. Unless they are complete fish, he is not paying you off with Ace rag here. A king also won't pay you off with that big of a bet.
The thing is, there's no point betting $1 into a 50c pot. Yes, you have a decent hand which you are trying to extract value from. But if you think about it, you're setting yourself up for a lose-lose situation. When you bet that big, he's not calling with a worse hand which removes all your river value. He is calling and definitely raising with the best hand here, which he has. So when you make such an unreasonable bet and don't have the nuts, you are usually only getting called with what beats you.
I would make a thin 30c value bet on the river and call his minraise. If he shoves don't even think about calling it unless he's stupid.
