so assuming I only raise to 13, when the river makes the flush what is the best play? I figured bet out because hands I beat (sets, maybe two pairs) will check behind but can I put him on a flush here? (or I guess 89 maybe also)
is this foldable?

yes as played betting the river is fine imo

if you for sure are gonna call all his river bets/shoves then you better be the aggresive one and bet out
