i c/f. low pps are rarely continuing so his range is almost nailed to like a set or sc or Qx.
The only hands a nit balances in his range are the nuts, the second nuts, and the third nuts.

Not just that but guys like that rarely fold imo. His range seems rather weak preflop (not sure how big your sample size is) but he doesn't show a real propensity to fold. Even though he also seems tight preflop those numbers can be extremely deceiving.
About your line, I don't even c-bet this flop 100% of the time depends on sample size, my possible read and stack size mostly and on the turn this is probably a c/f.
