I flat flop because I've seen him minraise then fold to action before; he's not very passive.

Turn I want to get him off a pp or some random small pair because I definitely don't want him to bluff river, and I really didn't think he'd go for a double c/r.

Turn call is pretty standard imo, I doubt he's ever not getting it in on the river. I think that logic works out?
