was trying to induce him to bluff raise the flop then i could shove in, or cause him to go crazy on a later street with my small bet sizes

true I don't like the betting sizes,you actually fell victim to them here
18-19 would be good but in general you don't want him to call light, so even an overbet/call shove is better than this,like 29,36$
plus it's hard to think that villain will play a good hand like this on such a drawy board so you most definitely have the best hand on the turn,bet and get it in
