Villian is playing 55/10 over 35 hands and seems to be playing loose

first should I just be raising him on the flop nearly always?
his UTG limping range seems really wide here and I wasnt sure what he was leading into me with

second given the flop action is it now a clear fold on the turn?
seems like such a strange line to check raise all in on a non-heart King turn
does anyone call it off here
