Given the stack/pot sizes, the flop is a fold, call or AI; I don't think we can raise like this. If you went AI on the flop over his bet, it would only be slightly more than a pot-size bet.

Posts 20070 reraisng the flop is really bad if your not gonna shove the turn (since he only has 1/4 pot bet left) Our deepest fear is not that we are inadequate.
