By raising the flop, you're pretty much committing yourself to the pot. Given the stack/pot sizes, the flop is a fold, call or AI; I don't think we can raise like this.
If you went AI on the flop over his bet, it would only be slightly more than a pot-size bet.

reraisng the flop is really bad if your not gonna shove the turn (since he only has 1/4 pot bet left)
