if he's not some stupid loose fish who calls flop with any 8x, you're getting good odds on a call here since the club draw missed and there shouldn't be that many 8s in his range... 6 combos of 88 and 2 combos of 98s (98cc T8cc raises flop imo)

what part of his preflop range has an 8 and calls the flop?

edit: well i didn't see you were 200bb deep so he may choose to play big draws slow, but that means he's also flatting a lot more flushdraws which you beat.
