So when you 3bet it, yeah, it's a semi-bluff but it's better than setmining it (a lot of the time). You take the initiative, the opponent might fold pre-flop or on the flop, or you could hit the flop well enough to continue. 3betting low pocket pairs from the blinds vs button raises is more or less standard, or at the very least not so unconventional as to be considered retarded.
