I definitely raise flop.
And I call turn (or maybe raise, but I dunno about that), almost right odds with a gutshot and flushdraw. Sometimes you are up against a higher FD, but sometimes you hit an 8 or 7 and end up good anyway.
Although what would help is if this is some random fish (increases the likelyhood of him having like A9o here) or a reg (in which case I think your pair outs are probably less often good).

Well, I mean, it's kinda close. You are drawing dead some % etc. I'm actually not really 100% sure, since I think I'd always raise the flop and not be in this position
