what do u do on this flop vs 18/15/50% 3bover 100 hands player, 3rd orbit at table? do u raise 100% of the time or what? what effects your decision here?

TT+/AK/KQ, some flushdraws, gutshots, air... he's checking back the turn with so many of those hands that it's probably just best to raise now and rep a narrow valuerange and let him deal with it.
