Is there a good reason to value bet this river? Obviously he somehow shows up with 54cc to a cold 4bet, but am I ever getting called by worse here, given the action?

If he shows up with 45c he can show up with a weaker ace, if he's that bad you can definitely bet river. I would also consider jamming flop.

the problem with that is that i had like 6 hands on him and had no idea what his range was. and why jam flop? best case scenario he has something stupid like kq or 10s?

he probably calls with any pair and some garbage too but folds most of the time. After you 4-bet this oop and he has less than a psb left you pretty much have to jam every flop. You'll make it really hard on yourself by c/cing.
