my thoughts are that you can cbet this when he checks and if he calls or esp when he raises I think you are pretty much dead, given that it's a 3bet pot.
also since the board is so dry I think a cbet of about 8 to 9 should be enough to take the pot if he's gonna fold
if he calls and you see a turn, you're in position so you can see what he does. if he leads id prolly fold and if he checks you have a situation to think about whether you wanna go for thin value but in this case he probably doesnt have something that calls the flop that you can get value from given that it's a 3bt pot.
