meh pf no good u should always raise preflop , i am not saying u should play this hand UTG ,,, nh but no good to open from utg ...

This hand is easily good enough to open it every time UTG. And yes, you should always raise pre-flop with an exception when there is a super-aggressive player at your table who raises and re-raises every hand. In that case a check/call is optimal, because you don't want to build a big pot without a strong hand being out of position vs a maniac.
