You have top pair good kicker so bet flop and bet it big like 0.14-0.16. You do it for 3 reasons. First to get value from all of his worse made hands, there are A LOT of them like 65, 76, 87, 98, T8, J9, JT, QJ or even more if he's bad. Second is to get value from all the draws he might have like any two hearts or T9,97,75 or even gutshots like T7, Q9 etc. Third is to protect your hand from some random Ax or Qx he might have.

On the turn you have like almost the best hand possible, probably loosing only to 66 and 88 so raise his minlead bigger and when he reraises you just go allin. On the river your hand is still as good as on turn so you should have won all of this guy's money...
