Villain is a pretty typical fish except with a 15% preflop raising range (most are close to 0...). He hasn't shown any indication to raise my cbets.
I was fairly happy with how I played this hand, now I'm not so sure though, his range probably includes too many 2pairs and sets that I'll get zero fold equity against (although obviously I had some against whatever he had).

I would flat turn and let him spaz on the river.
By reraising turn you're saying you have an A or 2p or better to a fish. Nothing that you beat will call you, and everything that beats you will call you. Very -EV move to go all in on turn.

Very -EV to get money in with top pair good kicker and the nut flush draw against a fish? Unpossible! I think this is fine.
Calling to let him spaz on the river is a lot easier if we're not OOP, and so unless you have a read on him as bluffy I really don't like it. Plus going in on the turn is how to stack lower flush draws.
You could even make an argument for getting it in on the flop with such a strong hand as this, but vs a fish when he gives such good odds I think I'd just call too.
