I say fold because doomer is more likely to get to the river with a slow played set than a medicore hand he's turning into a bluff.

Doomers probably folding most of his medium strength hands on the turn, since both he and brochen are tight and this is nitring

Plus this is like the worst river to turn your hand into a bluff on.

brochen plays kinda soft postflop because of how many tables he has going (which does somewhat argue for a call), im sure doomer knows it so hes probably willing to call with both Q9s and 97s here so he can have a wider value range on the river than vs most others.

i also think calling flop with a set then raising turn is bad, and doomer might as well. therefore if he just called flop with a set, he probably just calls turn with a set.

and as stim said, raising this river doesnt make a ton of sense
