I highly doubt thedutch is value jamming 3's full here, as brochen is never raising worse here, nor calling with worse. nor is he trying to get brochen to fold a pretty obvious boat here, especially when brochen can easily have quads himself.

Pretty much the only time he 3bet jams the river is when he has quads or he makes a pretty crazy bluff. He'll have the nuts more often.
