I think he is limping w/ Q2s and thinks like that, because of pfr, so every Qs he is raising are better on this board (+ he is never folding 8 or K and if he turns something into bluff he simply has not that many combos vs value hands he will be betting), so this should be clear c/f
- also 3bet pre, c/r more and bet more on the turn

yeah pretty clear now that i thought about it.. with 16 PFR his river range is straights/fullhouses/stuff that's not calling another bet and very doubtful he'll do something like turn two pair into a bluff so easy c/f
