River is a bad card to bluff. Pretty much everything he calls the turn with he's calling the river with.
No ones going to give you credit for an over pair since you just called preflop. Most people aren't going to give you credit for betting turn and river with 9x. So most people will figure you either binked a T on the turn or you floated on a super dry flop and are now trying to steal the pot and it's going to be the latter way way more often than the first one.

well, he almost folded timed down to 1 second and called, you are still right its a bad river to bluff but i think since we had no history we would give me credit for JT+ and is hand is pretty face up has a bluffcatcher and he knows that. I think if i bet turn i have to bet river or im just burning money ott.

not really, you bet the turn because you expect him to just fold a lot after he checks. nobody check-calls that turn to fold that river with a pair. you also have a small amount of showdown value on river (you'd expect him to barrel turned FD's/straight draws but people have done weirder things than c-c turn with those hands).
could consider an overbet depending on reads but i'd just give it up on river.
