hes either trying to induce a raise or minimize loss's with a queen I guess.
If u reraise big ur commited pretty much and u probably lose value from a Q and end up against only hands that beat u if called.
If u call you might be able to get more value from a queen on river say 25-35$ bet. But what happens if he pushs river?(be hard to tell if its a bluff or a made hand, probably made hand)
If u minraise weak queen might call/strong hand might push. You get 16$ from a weak queen + you get to react to his river action/timing tell, and you get and ez fold if he pushs ur minraise.

pushing is the worst play.
It doesnt take a very good player to fold a queen easily, which means your making it rly ez for anyone that has u beat to double up.
You wana do whatever you think will make the most vs Qx.

i'd just call, but even consider a fold vs certain opponents. Anyone with half a brain won't play Qx like this. looks like either a set or a straight on the turn... unless hes a big donk.
Anyway the bet is so small that call is the best play in general. re-evaluate river. u can get it allin on the river if u think hes a retard with Qx. this is WAWB and u have position.
oh and raise bigger on the flop ~22
